The tool axis cannot be oriented at a right angle to the selected working plane. The current geometry or kinematic limits make an orthogonal setup impossible.

    Check MP7160 (or MP7162) for vertical axis designation. Standard configuration: MP7160=2 for Z-axis as vertical. Verify this matches your machine's physical build orientation.
